Gloria Legarda
Operations & Social Services Administration Manager
Gloria Legarda is an experienced operations and program management professional with 20+ years in public service, nonprofit administration, and grant compliance. At the New Mexico Immigrant Law Center, she oversees grant reporting, contract compliance, and internal systems, while mentoring staff and advancing equitable service delivery.
Originally from Chihuahua, Mexico, and based in Albuquerque since 1992, Gloria is bilingual in English and Spanish and deeply committed to equity and community empowerment. Her career includes roles with the City of Albuquerque, State of New Mexico, and Enlace Comunitario, supporting domestic violence survivors and improving client services.
She holds an Executive MBA and BBA in International Management from UNM, is a Certified Tax Preparer and Notary Public, and recently completed UNM’s Program Evaluation Summer Institute to enhance her data-driven program evaluation skills.
